Welcome to the International Court of Justice Jurisdiction Project ("ICJ Project"). The purpose of the project is to work with a coalition of states and civil society organizations to expand access to the International Court of Justice. Presently, the Court cannot exercise jurisdiction over states without their consent. This means that the Court is incapable of adjudicating the vast majority of transnational disputes and that law cannot be brought to bear on matters of vital importance to the international community. Inspired by the work of Professor Andrew Strauss, we believe this situation can be transformed with the advent of general jurisdiction. Such jurisdiction would mean that claims against any state--no matter how powerful--could be brought before the Court.
