Strategic Planning Consultant

Class: International Consultant

Location: Baghdad, Iraq

Time: December 2012 – April2013 (15 days work from home and 3 months in country)

Background:

Since September 2003, IFES has assisted, advised, and supported Iraq's electoral and legislative authorities in the preparation, organization, and administration of elections and referenda. With the Elections Support Project, IFES will continue to provide assistance to the Independent High Electoral Commission (IHEC) through strengthening its strategic planning monitoring and evaluation capacity, as well as its internal management processes and systems, and through improving IHEC's capacity to manage external affairs with key electoral stakeholders.

Responsibilities:

IFES will assist the IHEC to improve its strategic planning process, develop coherent and viable strategic and operational plans, and monitor and evaluate the implementation of these plans. Expected results include development of strategic and operational plans and vision and mission statements; conduct of internal and external assessments; creation of a monitoring and evaluation strategic approach for the IHEC strategic plan and annual work plans; and the development of a training course for the IHEC Commissioners.

The Strategic Planning Consultant will work in close cooperation with IFES Iraq Chief of Party (COP) on development of the IHEC strategic plan. Specific tasks and responsibilities include, but are not limited to:

  • Work with the COP to plan and implement comprehensive approach to address strategic planning as a core competency for the IHEC;
  • Provide technical assistance to the IHEC, through advice and assistance to the relevant IHEC divisions in the strategic planning process;
  • Design and conduct "strategic planning" workshop for members of the Board of Commissioners (BoC),senior IHEC staff members, and heads of the IHEC regional offices and Governorate Electoral Offices;
  • Guide the IHEC in conducting a comprehensive strengths, weaknesses, opportunities and threats (SWOT) analysis, and in developing consensus around key strategic issues that must be addressed to strengthen the IHEC's management of the electoral process;
  • Develop the guidelines for establishing a Strategic Planning Committee and a Core Team;
  • Work with the Strategic Planning Committee and the Core Team to develop a Strategic Planning Master Plan – the document which will delineate the strategic planning process, including timelines and deliverables;
  • Work with the Strategic Planning Committee to review lessons learned reports, other internal assessments, election observer reports, previous technical assessments conducted by IFES and the UN, minutes of internal meetings, internal audit reports and previous planning documents of the IHEC to conduct the internal assessments and to determine needs, priorities and ideas for the future IHEC work;
  • Assist in drafting the IHEC's Mission, Vision and Guiding Principles
  • Assist in drafting the IHEC's strategic plan, with measurable objectives and timelines identified, and with responsibilities assigned to specific IHEC department

Deliverables:

  • Workshop materials and proceedings report
    • Guidelines for the creation of Strategic Planning Committee
    • Strategic Planning Master Plan
    • SWOT/Assessment report(s)
    • IHEC's Mission, Vision and Guiding Principles document
    • Report reviewing the IHEC' Strategic Plan
    • Strategic Plan documents
      • Final consultant report.

Qualifications:

  • Bachelor's degree required; Master's Degree in Political Science, Public Administration or related field;
  • Minimum of 7 years experience with election administration;
  • Demonstrated strategic planning and implementation experience;
  • Demonstrated track record of working effectively with senior leaders and managers in large organizations and influencing their approach to strategic planning;
  • Demonstrated experience in monitoring and evaluation;
  • Familiarity with political, economic, and social issues in Iraq and the region and ability to work in a post conflict environment;
  • Experience organizing and leading trainings;
  • Fluency in English (oral and written) required;
  • Arabic language skills highly desirable;
  • Excellent interpersonal and mentoring skills;
  • Strong diplomatic and negotiating skills;
  • Ability to detect problems and produce acceptable solutions;
  • Familiarity with the Middle East region highly preferred.
