Established in 1999, UTEC's mission and promise is to ignite and nurture the ambitions of Lowell's most disengaged youth to trade violence and poverty for social and economic success. UTEC's target population is out-of-school youth, ages 16-24, who have at least one additional risk factor - specifically, being homeless, gang-involved, court-involved, or pregnant/parenting.
